PayPal Key Unauthorized Transaction Question

So I have a PayPal Key that draws money from my Chase Freedom credit card. I just discovered that the Paypal Key was used in an unauthorized transaction at Amazon. There is no history of me buying anything recently from Amazon with that card and definitely nothing at that specific price point of $9.90. I thought my sister might have accidently used my Amazon account, but there are no orders on my account, so it rules that theory out. I'm pretty sure someone stole my PayPal key information. I tried to dispute the pending transaction in the PayPal resolution center but it said:

 
"Unable to complete your request

We’re sorry, you can’t file a case on this type of transaction. Please refer to our User Agreement for more details."

 

Does this mean I need to dispute via Chase or should I be contacting PayPal customer support?

  1. Go to: https://www.paypal.com/smarthelp/contact-us
  2. Click Disputes and account limitations
  3. Click Disputes
  4. Click Dispute a payment
  5. Click Message Us, after the "This information might help" box or on the green box that pops up, if it does.
