PayPal Fraud

On 11 January 2019 I woke up to two unauthorized transactions that went off my account. My card was linked to my PayPal account.

 

I lodged a dispute, and they now tell me sorry but its not unauthorized. I did not authorize no payment in Spain somewhere... The dispute resolution option isnt working. How do I get PayPal to refund my money.

 

I have had to stop my card as someone has access now to my card details in who knows which country.
