PayPal Don't actually look at the resolution centre do they?

I've had an ongoing case between me and <removed> for about a month or so now regarding 2 purchases on the same date for some digital keys, a stack of 5 in each purchase. 

 

None of them worked and as I got notified of the deal from a <removed> Website, I also saw plenty of comments from people with the same problem so I notified PayPal thinking it was an easy win, the evidence was clearly in sight. 

 

They've been taking their sweet time, reviewing, and waiting for a response from <removed>...

Either way, I get sent an automated response saying that I clearly received the item and that's it, there's no refund. 

 

I don't understand the logic here...as long as I was sent something, could be a picture of Shrek, its now perfectly legal for them to send me broken keys ?

 

I've sent them a reply, waiting for human contact from this, <removed>. 

 

Has anyone had this kind of crap resolved?
