PayPal Dispute

Hi, I currently have an open dispute about an item I ordered which arrived and was not as described. It was supposed to be a Halloween puzzle but what I got was a Kobe Bryant (basketball) puzzle. The seller (from China) has offered me a full refund on condition I return the wrong item at my own cost. In the resolution centre I now have two options, I can upload the return tracking details to prove I have returned the item and get my refund or I cancel the case. I have no problem returning the item but believe if the buyer wants the item back they should send a return pre-paid envelope.  I have messaged PayPal to say I am not happy with this as I do not see why I should have to be out of pocket for something I did not order in the first place but, to date, they have not responded and I’m running out of time. Any advice would be appreciated.
