I am about to enter into a deal with a service provider. I have insisted on payment via PayPal so that I have recourse in case it goes bad
However, can a recipient close a PayPal account soon after receiving money? Because this would then make me unable to make the claim/get my money back

As long as you paid and met the criteria for buyer protection (which you should read up carefully first) then if you won a dispute and the seller refused to refund you then paypal would do so under their buyer protection guarantee.
