If I use PayPal Credit to purchase something, and I never receive the item, do I have to dispute the transaction with Synchrony Bank or who ?

All you do is:
Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.
And if necessary, change your claim reason to a SNAD:
