PayPal Closed My Cases Without Reason

I filed for 40 escalated claims because they were for automation software license keys. Four of them were decided in my favor and the rest PayPal closed. The merchandise were all exactly the same but now PayPal is refusing to refund me the remaining purchases and are using every excuse to not give my money back. I called them and spoke with their specialist over and over again but they refuse to do anything and have closed my cases (and didn't reopen them) and not decided in my favor. They use excuses like waiting for tracking number which I obviously can not give as the seller emailed me these license keys. Please help me get my money back which is close to the amount of $500 CAD. The company for every one of the transactions is called Black Operations and it is across two of my PayPal accounts.

 

This is the second account that had payments to Black Operations. None of the transactions were refunded to me. The software seller revoked all the licenses after they saw my PayPal dispute so now I do not have access to my product nor did PayPal give me a refund for the remaining cases (only 4 out of 40 were decided in my favor!). The software did not work and had connection issues which is why I had to refund these 40 license keys.
