PayPal Case : Refund Question

Hey guys,

 

 So I opened a case to get my money back from a defective item that I had purchased off a seller thru "Good's and Services". We have talked and settled on a refund, however the seller says he cannot transfer or refund the money to me because PayPal has put a hold on his money. And now he is telling me to take the dispute off as in "mark the problem as resolved" I'm assuming. I'm a bit skeptical though because it says if I mark the problem as resolved, it tells me that I will no longer be able to raise any problems. So I feel like he wants me to resolve the case so that he wont have to pay me. What do you guys suggest I do in this situation?
