My Other PayPal Account has been locked down by PayPal and now i cannot use my credit card linked to that account in my new account for any transactions. What are the solutions for this?

Contact customer service for assistance:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
