Pay Pal won't listen to my dispute

I ordered a pop-up tent - I received a small package from the vendor of 4 yellow plastic tent pegs. I did not receive the tent. I contacted the vendor who stood by their shipping information - believing or lying that they sent the tent. I took photos of the small package that a tent would never fit into but Pay Pal has denied my case and closed it - making it hard for me to contest it. I keep filing another request that does not go through. 

 

I've tried calling to no avail (Due to covid19) which is a joke. How can I get this resolved? I either want a REFUND or just send me the friggen tent. 

 

NOTE: I am unable to upload the actual photos. I keep getting a error message.
