Pay Pal Buyer Protection seem to be a sham

In April I ordered a WIRELESS LINCENSE PLATE CAMERA off an ad on Facebook. I June I got a unit that had to be hard wired into the cars navigation unit which I don't even have. Emails back and forth and the seller says I can keep the unit and give it to a friend and they will refund 10%.
So I submitted a claim to Pay Pal in July. And after putting off my claim for almost 3 months PP now tells me I have to send the unit back to China and to claim shipping costs from a 3rd party that may or may not refund me the costs.
All of this even though the package has a Los Angeles retun address.
This seller is never going to issue a refund and that should be obvious to PP, but apparently not. So, I am out 73.00. I can live with that as I am done jumping thru hoops to satisfy PP and this crooked seller.
I guess I am just disapointed PP has been so accomodatioding to this crooked seller and not so much to a 20 year user.
