It's been past the time and my balance is still the same I never had this problem before and I do not understand when can I get my money never got to email never heard anything from them what do I do now also not allowed to have services with PayPal again so I'm just been waiting to get my money

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
