Partial refund

Hi I bought the front end of a car. It was more damaged than pictured. I’ve asked for partial refund. Seller agreed by text. Now seller has changed mind. I’ve opened case under item sold was not as described. Seller has escalated the case. PayPal sent message from seller offering full refund on return only. Can’t as started to fit part after agreement by text to partial refund. Can’t also get parts back 100s of miles. PayPal have sent the full refund offer and there’s no option to put my side across and negotiate for the partial refund. Help appreciated

The dispute part of the claim is for any negotiation between you and the seller or any part refunds / returns.

The ONLY option paypal give you once its escalated to a claim is a FULL refund on return on everything you received back to the seller.
