Partial refund is closed in favor of the seller

Seller tried to scam me and asked 

and said he have a problem with his paypal account

and asked if i want to pay to his brother ( i have no idea how it make sense but that's what he said).

I asked for a full refund , he gave me partial refund ,

now i a trying to get the remaining refund ,

created a case , appealed twice , attached all 

the neccesary screenshots but nothing , everytime

it's closed in the seller favor ,

what to do ?

Must admit i thought PayPal protection is relailable and not requirering too

much hassle , i guess i was wrong.
