Package sent from Australia to Mexico, but waiting on payment of import charges for release.

Item sold on eBay, pad via PayPal.

Sent using the supplied details and used international tracking.

I also declared the price of the item at $400.

The problem is the item has arrived in Mexico, went through customs and is being held.

I have translated all the conversation into Mexican as to who he has to contact including tracking number, email address and phone number.

This has been absorbing way too much of my time.

If the seller is responsible for customs and no longer want the item, can they refuse to accept the package and get a full PayPal refund?

This is what eBay tells me, so I am concerned as this was a very $$$ item.

I have tried many times to contact the buyer, but they just reply "have not received item".

There is a feeling that they will soon request for a full refund for item undelivered.
I have tried to open up a case on PayPal and eBay, but only the buyer can do this.

This was paid 19th December 2020 (last year) and nearly 3 months have passed.

What can I do, and what protection do I have?

I feel a bit vulnerable I will be taken advantaged of where the buyer has changed their mind after the sale.
