Click help / contact bottom left of Paypal pages for options available for your country.
I have the same problem. I gave out all the information requested and they sent a message confirming my identity but I still have a notification asking me for more information and my account is still limited. I have tried contacting them for 4 days now but I'm still waiting for a specialist to solve my problem
