PAYMENT ISSUE

I made payment to a seller who claims to have lost access to his account and therefore cannot confirm my payment, send goods or issue a refund. I asked him to recover his account and he said he lost the mobile number link to the account. What do I do? Is there anyway I can get a refund or how do I advice him to go about retrieving his account so he can confirm or refund my money?

I had us the PayPal paid the item @30/5/20 but till now I never received the item I asking the problem @2/8/20 but never resolved this also I remain not received the item and not has money back thanks
