Overcharged by almost 50% on international transaction

I was charged 187 USD for a 130 USD purchase the other day. I bought some stuff from an Australian webshop, with an international component, integrating paypal with the modal, I'm from the EU, payed with a debit card that is linked to my paypal account. I've never had this sort of thing happen with this particular seller (been a repeat customer for years) or with paypal, and now I'm super confused and dismayed about this.
I don't even know whose fault it is... The seller does not seem to be responding to messages (or their response rate is >48hrs, which is rather ridiculous in this day and age). On the other hand, they've been very quick to ship the items, just to make everything more convoluted.
The checkout page and confirmation email from the seller clearly said 130$, but the invoice from paypal, as well as the card charge came in at 187$. That is a ridiculous amount to overcharge, almost 50% more.
Has this happened to anyone recently? Is there an unwritten 'reasonable' amount of time one should wait for a seller response before reporting a problem to paypal?

Seller responded after another few hours, and they sorted the money, but had no idea what actually happened either.
