Outraged at PayPal's response

Just received a ruling from PayPal that they were not going to receive and reimburse my claim for $ 26 and change for a garden kneeler stool I saw on Facebook..... so I ordered it and paid it through PayPal, early May of this year. Did not receive it. I order items through Amazon Prime monthly, and a Pharmacy who ships through UPS, and other vendors......I have never had to go to any shipper to tell them I did not receive the item.....EXCEPT now !! I filed a claiming June-July after wasting time with the vendor and getting ....back ordered and COVID stories...then they said they shipped it.....well I never got to me. And I have never seen that it did by PayPal or anyone else....is this how PayPal does business?
