Ordered a Hot Tub, Received a disposable mask

How do you dispute a case resolution with PayPal? They found for the vendor, because the vendor provided a tracking # for the item, showing it delivered.  The problem is I paid for a hot tub, and received a face mask. Didn't know why I received the mask, but set it aside. Now I find the tracking # they provided PayPal matches the tiny envelope I received with the face mask in it.  I can prove it doesn't match what I ordered, but there isn't anywhere on PayPal that I can find a way to contact them to dispute their decision.  Is there one?  Or a phone # to call? Or ANYTHING??
