Order cancelled. Refund not received.

I have made an order and they couldn't deliver it to me on time, so they themselves have cancelled my order but I haven't received any refund from paypal.

I have sent an email to the seller multiple times but they couldn't help me out. They asked me to contact paypal regarding this and paypal haven't replied to my last 5-10 emails.

What's the process for a refund for a cancelled order?

What do I do now?
