Open case

I have one open dispute case. But l cannot answer it. On Respond button shows me only to give money back not to answer with my documents. How long PayPal will make conclusion for this open case?

If paypal want documents they would ask for them.

If they don't then you only have the option to refund.

How it's possible? Than all received payment PayPal can return without asking?
