I have a current open case with a seller for non-shipment of an item I bought. The seller is now saying they are ready to ship the item I bought but they can not do so until I close the case as the funds are "frozen". I really want the item I bought, so my question is if I close the case and the seller doesnt ship can I re-open another case?

NEVER close until you have a refund or your item, do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
Advice is voluntary.

DO NOT CLOSE THE CASE! The seller is able to provide tracking information through the case. If they don’t, you’ll receive a refund. PayPal acts as a mediator in these sorts of situations.
