Ongoing dispute regarding item not as described

I am in the midst of an ongoing dispute with a company in china regarding toilet cleaning tablets.  I have been in contact with the company and they did not respond until PayPal got involved. The product in question does not function at all as described.  I received an email from PayPal indicating the company would issue a full refund of the purchase price if I returned the item to China (at my own expense) in its original condition.  How in the world can I return it in its original condition if I didn't find out it didn't work until after I opened the package and tried the product?

My question is where can I find a place in the resolution center where I may email Paypal in response to their email to me?
