Hello,

I also have ordered some clothing and I am not able to contact this merchant, I want to cancel this payment, does anyone has an email address or a good phone number that I can call these people, please, thank you.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I ordered a foldable Ebike from Taceral online and billed by Orderplus International Limited Inc. I made the purchase on January 9, 2020. On the next day, I learned from comments on FB that it is a scam so, I reported it immediately to Paypal. I asked for cancellation of my order but the store claimed that it is already for delivery. I was given a tracking number which cannot be found. Lately, I learned that it was actually delivered only on January 30, 2020. On March 5, 2020 my daughter received a delivery with the tracking number given by Orderplus. It was shocking since it only contained a brain game plastic camera toy. So technically, I did not get the item I purchased. I contacted Paypal through the Resolution but only given auto replies. When I contacted Orderplus, they ask for apology an offered a refund for lower price which was only a third of my actual payment. They also require me to return the item received back to China if I want a full refund which could cost more what I paid. And based on a testimony I read, it is also possible that they will not accept your package. Thus, the damaged done could doubled. Paypal must close its account now before they could victimized other. I googled and discovered that there are already hundreds out there who became their preys. At the moment, we are combating a pandemic, the COVID 19 disease. But I realized that as a paypal subscribers or online buyers, we are likewise in danger against Orderplus pandemic and the like that robbed us of our hardly earned money. Once again, Paypal must act immediately if they are truly concerned about us, as they advertise in the Buyer Protection Program. CLOSE THE ACCOUNT OF ORDERPLUS INTERNATIONAL LIMITED INC ASAP.
