OASNOVA dispute: Paypal not responding correctly

I also ordered from this online seller (women's clothing) -- OASNOVA. 

I ordered multiple items, and they did not put all the items in the bag.

However, they are using the UPS/USPS tracking number to "prove" to Paypal that they did ship something to me.

And Paypal is falling for it.  They want to close the dispute.

Has anyone else had this issue?
