Not resolve account issues resolve limitations after 6 month

I receive error,

Almost 6 month I send document on PayPal. But not resolve my problem. And when I calling from phone to support listen support is closed before Covid-19 .

I'm tired to contact PayPal Please help me how can resolve problem?
