Not happy with Paypal dispute resolution

I returned some items of sportswear to a online supplier, because some of the items he claims were not returned in its original plastic bag he is refusing a refund. I am aware that under the Consumer Contract Regulations he is not allowed to do that under my Satutory rights. I raised a dispute with Paypal who have rejected my claim stating .This decision was made because your billing dispute doesn't match our qualification for a billing dispute
What does this mean?

Means the reason you chose to file under is not appropriate. The billing error option is for reporting paypal billing errors to PayPal, not other merchant's billing errors or not refunding.
Contact customer service to change reason to:
I received an item that's significantly not as described
The product or service was significantly not as described in your order.
Then provide your return tracking number for proof of delivery.
