Not agreed seller proposal. Paypal close case in favor of seller

I asked for refund because i did not receive what I ordered. The seller offered an non acceptable proposal and Paypal closed the case in favor of the seller. Avoid seller: Nanjing Kuaiyue E-commerce Co.,Ltd-China. Paypal wan not helpful. I am dissapointed with Paypal

Did you escalate the dispute to a claim before it timed out 20 days post opening it?

I ordered and paid fos a machine cost 30$ (there was a Christmas discount of 50%). The price (without the discount) was ok. But I received just a part of it that costs (I checked it in on eBay) max 4-6$. The seller offered me send back the item and after that they would refund. I declained and Paypal closed the case in favor of the seller without contacting me.
