Not able to get through a dispute to get a refund for an item not received.

Dispute Case # PP-D-46387877 was closed, however, on order # 2306 through Bonachic (LTFASHION LTD), I did not receive item: V Neck Zipper Collar Color Block Hoodie × 1 White / S and I did not receive a refund after contacting the seller.  I received the other 3 items on the order, but they were not as described on the seller's site.  So, I opened the dispute.  I did not get pictures posted fast enough for the 3 items I did receive, so I lost the case.  However, I still need to at least get a refund for the item I did not receive.  When I go to the Resolution Center, it does not let you create a new dispute for that transaction for just getting a refund on the item not received.  It also gives an error every time you try to contact the seller.  How do I get around this issue?

Please contact customer service for assistance to reopen case, you may have to change the reason of claim to Significantly Not As Described if you filed Item Not Received:

 

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

Call early, during business hours, west coast time to try to get a US rep.

I have the same problem with the SAME SELLER .. why are you even allowing this SELLER to do business.

 

They sent me one of my 5 items and every case I open gets closed immediately.  What is going on here?
