I opened up the dispute regarding a seller who promised to deliver the service but did not deliver it. So because of this I opened up a dispute against him on Paypal. It's been 3 hours and I have still not received any response from him. Moreover he saw my messages on instagram but did not reply to them either. Now I would like to escalate my dispute to claim but I am not able to do that because I am not getting the option of escalate to claim at the bottom of the page. But rather than getting that option I am getting buyer.CannotEscalateYet How should I solve this problem?
