No response for a week from paypal

Hi, hoping a paypal employee sees this! I am unable to speak to any paypal employees after countless attempts over the past 3 days. Seems like no one is working here in the UK... I have an open case for over week.. All has been agreed with myself and the buyer however we are unable to proceed as no one at PayPal has 'stamped' this to go ahead.. All the while the expected close date for the case keeps extending. Could someone please have a look at this?
