No resolution for dispute

I filed a dispute in April. I never received the ordered item. Every time I check resolution center, the date for resolution is moved forward. It's been almost 5 months since order placed. Is there anyway to get a refund?

It's unusal to be pushed back so far, I would start a chat session or try contacting customer service

service at paypal dot com (substitute @ for at and a period for dot)
