No help - just getting the runaround from Paypal Support

In July I ordered 2 jigsaw puzzles from theliyy.com as Christmas presents.  In August I received 2 puzzles, but not the ones I wanted and because the packaging was only a flimsy plastic bag, one of the boxes was damaged.  I contacted the seller (who turns out to be in China) who offered a discount.  I said no thank you.  Then the seller offered a larger discount and said "this was the best they could do."  I escalated this to Paypal.  Since then, I've gotten a runaround from Paypal.  If you call, the automated system says it can't help and hangs up on you.  I am so angry and frustrated.  Paypal has to have the worst customer service ever.  How can they get away with that?
