No help and no response

So I stupidly tried to purchase chlorine tablets for our pool on May 17th, it looked like this company was offering a good deal and the tabs were hard to get

this year.  After I paid them, I did more research and found that they didn't have good reviews and I felt it was probably a scam.  I immediately contacted PayPal and was told it was too late, contact the merchant.  I did and rec'd no response so I contacted the Resolution Center.  I was told to wait a certain number of days and if I didn't receive them by a certain date I could put in a claim.  Of course I didn't receive them, and I still haven't, but PayPal said the merchant claims they shipped them.  Well, it's very easy to produce a bogus shipping label, but PayPal seems to think this was enough proof to drop my claim.  Now what can I do, it was $60?  I tried sending the Help Center a message and they were supposed to get back to me but they never have.  Any suggestions because I know there's no way I'm getting these things, this happened on May 17th and now it's almost been two months.  Even if it's coming from China they should have been here by now in the states.  I would appreciate someone's help who has had a similar situation.  Thank you.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
