A buyer recently filed an Item Not As Described dispute on an item purchased from me. Is it common practice for a buyer to keep the item up to 30 days while waiting for a determination? Also, does PayPal normally favor the seller or buyer as far as a request for a refund?

A buyer has up to 180 days to open a dispute although to be honest the longer they keep the item the more likely paypal are not going to consider it 'received but not as described'.
Having said that paypal has to make a judgement call as they never see the item in question so put as much information as possible before the buyer escalates to a claim.
Lastly 'normally' if the buyer wins they have to return the item before you have to refund.
Advice is voluntary.
