My paypal say it's at risk and I'm the one making the payment with my card and bank account so i don't understand why all of this and i also send paypal all my documents so i need to know what's really going with paypal service
You need to contact customer services to resolve any account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
