Never received my item seller not responding

The seller sent me a receipt for an item, charged my card and never shipped it. I haven't received it and he's not responding. How do I get a refund? PayPal account does not show the activity, I only have the PayPal email receipt. I feel they just stole my money and PayPal does not care. I will never again use this PayPal.

So its Paypals fault you didn't check out your seller properly before buying?
And its their fault you paid as a guest buyer and so can't raise a dispute in the resolution centre.
I do have advice on what you can do but as you aren't going to bother using paypal again I doubt you want to hear it.
Advice is voluntary.
