Never received an item and PayPal closed the dispute

Purchased a tool seller from China sent 5 masks?? And PayPal closed the dispute??

They would close a dispute for non receipt of item if the seller provided a tracking number so did you open one for item received but not as described or non receipt and if the latter did you change it to not as described when you received it.

I opened a dispute early before I got item since I knew it was a scam but seller kept communicating promising to send an item that got lost in again?? Just dragging the time and PayPal closed a dispute since seller was promising to ship the item. So dispute is closed and I can’t open new one for the same item that I never got??

As you didn't answer my question on which dispute you did open then sorry can't advise further. 

Or if you received your item at all in the end.
