Negative balance because of fraudulent access to my PayPal account

I have been receiving calls from PayPal collections for a negative balance that was due to fraudulent transactions on my account.  Every time I email PayPal they say the issues was resolved because the fraudulent transactions have been refunded but that is not the case PayPal cancelled the refunds and now I have a negative balance.  I have called PayPal multiple times but once I receive the call back they hang up.  I am frustrated as it has been a month and still this is not resolved.
