So my Ebay got hacked and someone purchased goods with paypal checkout. I disputed all transactions and got money placed back in my paypal balance which I transferred out to my bank account thinking everything was done. Now some of the cases are resolved and my balance is now showing as minus and I cannot make any more transactions. Is this normal?
