Negative Balance - Account Limited, can't add funds.

I have a pending transaction from Lyft which I had withdraw from my PayPal which I had come out of a Savings account from Regions.

I wasn't aware Regions would not allow you to electronically withdraw like that from a saving account so every time PayPal attempts to take it out Regions will reject it and hit me with a returned item fee. It's done this three times now and I have at least $100 worth of returned item fees from this one transaction. 

 

Because of this my PayPal balance is in the negative and now it won't let me add funds from a different account because my account access is "limited".

I've submitted a copy of my W2 with my SSN on it TWICE and it is still limited. Now when I go to the resolution center it says I can't use PayPal anymore. I'm assuming because I haven't fixed the negative balance. 

 

Now I'm on hold with Customer Service for at least 30 minutes to resolve this...
