I bought an item from over seas, after several weeks and no updates I started reaching out to vendor. Ultimately I opened a claim because it had been 2 months and I was still waiting for my item. This went on until we reached the limit of the claim and I finally got a track number that showed it was in the US. The claim was closed but then I get the wrong item and no one wants to talk from the vendors side. PayPal told me to appeal but the directions they sent to do this does not produce this "appeal button" to click.
