I created a new paypal account and it is limited as soon as I logged in it first time. I verified mobile and credit card. After that the notification arises and asked me to submit documents to prove identity and address. I submitted one side of the ID and don't know how to upload other side of the ID. Also I got a house for rent and I created the paypal using that houses' address. So I submit a copy of my house agreement to prove that I live in there. But paypal rejected them and now asks me to submit proof of ID and address again. I can provide my ID images. Can I change the address and submit a utility bill that I got in another house? It is mentioned my name and address of another house. The thing is I have submitted my new houses address to create the paypal account. will they reject my utility bill which I got in another house in same area? Please help me to resolve this.
