Need advice! Dispute claim taking more than 30 days

I opened a claim with PayPal for an eBay transaction at the beginning of December and they originally told me it was going to be resolved in 10 days, but they keep pushing back the estimated resolution date. I also noticed the case updated on date is renewing as well, but it does not provide any information on what the actual update is. I even called PayPal and they keep telling me that they will escalate the issue and follow up with me through email, but have failed to do so. Their message center is also useless, because the agents just give generic responses and do not provide any information. I do not know what to do at this point. Should I file a chargeback with my bank?
