Need Information on Contacting Pay Pal about Active complaints

I recently entered a claim against a seller. Excessive time expired between my order and loss of contact from the seller. Pay Pal ruled in my favor and I received a refund but later received the items from the seller. I tried to notify Pay Pal to release the payment to the seller but could not find a way to do this. There was canned options on online contacts and also canned options on the phone number for help.
Is there a procedure for this type action that I was unable to discover???

Hi,
I can help you with this. You can send the seller a separate payment with their PayPal email address found on the transaction details. Be sure to add a note with the payment with the order number (if any).
