My child made an unauthorized payment for a total amount of $ 21.46 which I want to refund, can someone help me? the payment was completed even though I reported it

An unauthorised transaction means that your Paypal account was hacked and used without your consent.
If Paypal check IP addresses / devices etc and find that it was hacked then yes you may well have been refunded.
If however they check and see that it was your IP address / device that made the transaction then no you would not be refunded.
Paypal consider that you are responsible in keeping your paypal account safe and that includes not allowing others access to that paypal account by allowing them the password OR keeping the password saved on a device that they had access to.
Advice is voluntary.
