How do I start a formal dispute. The company hasn't shipped my item. It's been 2 weeks. The tracking # they provided says it hasn't shipped yet.
find the transaction in your PAYPAL ACCOUNT and open a dispute of item not received
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
