My claim was closed because seller provided tracking information

How can I ask PayPal to reopen a case they just closed because the seller provided a tracking number? The tracking number was for a shelf and I sent this evidence through message center but clearly it was ignored. The case is for $74.95. Do I have a remedy to get my money back because I never received the original ordered goods?
