My claim case just closed without any answer back

I have filed a claim case#PP-D-79123851 on 8/3/2020.  Before I filed my claim, I already send more than 10 emails to the seller and no response from the seller at all.  After I filed my claim in Paypal, I saw a message from resolution center states that if the seller didn't respond after 10 days, Paypal will refund me my payment.  I checked with paypal after 10 days and after 20 days, the answer was they still work on it.  Today (9/28/20) , I just found out my claim case was closed and without any explanation.  And the "call us" section become "text us".  I spent an hour trying to find how to contact a real person in Paypal.  I couldn't find it.  So I come here to ask for help.  Any suggestion will be appreciated.  Thank You!
